Key findings include:
- The current system was set up for a different era;
- Parents and carers are using accountability measures, but not necessarily getting the
- whole picture;
- Judging the system as a whole by the same measures as schools has not always
- worked;
- There was a deliberate decision not to recognise the context of schools;
- The risks of perverse incentives could be better managed.
